The Municipality of General Luna has a total municipal population of 16,771 as of 2015 with an average growth rate post at 2.21 percent which is considered as a small town in the hierarchy of settlements of the Provincial Development and Physical Framework Plan. Despite of its international exposure as ‘Surfing Capital” of the Philippines, slow population growth is attributed high poverty incidence and lack of economic opportunities which led more population migrated to other places in pursuit of economic advancement.Barangay Poblacion 2 has the highest annual average growth rate of 9.86% and Barangay Anajawan, Daku and La Januza marked a negative population growth. Urban barangays of the municipality which comprises Barangay Poblacion 1, 2, 3, 4 and 5 has a total household population of 6,480 or 38.64% while the rural barangays consisting of 14 barangays, have a total household population of 10,291 which is 61.36% of the overall total. Barangay Poblacion 5 has the highest number of population with 2,128 followed by Poblacion 1 having a population of 1,792. Barangay Daku a rural and isolated island barangay has the lowest population with only 320 persons of dominantly fishing community.
Total municipal gross population density of 2.80 persons per hectare as of 2015. Among the urban barangays, Brgy.Poblacion 3 has the highest population density with 56.36 persons per hectare followed by Brgy. Poblacion 1 & 5 with 23.39 and 15.79 persons per hectare respectively. On the other hand, the barangays of Suyangan, Sta. Fe &Anajawan posted the highest population density among the rural barangays with more than 5 persons per hectare population density. The urban population density is 19.41 persons per hectare while the rural population density is 1.82 persons per hectare.
There are more males than females based on the 2015 NSO Census of Population. It has a total population of 8,509 for males while there are only 8,262 females which connote that there is a sex ratio of 103 males per 100 female. Populations belonging to the child and youth groups, ages 0-14 comprise 5,939 or 35.41% of the total population. Productive or working group, ages ranging from 15-64 years old, comprise 9,818 or 58.54%, while the elderly ages 65 and above comprise 1,014 or 6.05%. It means that the municipality has greater number of the productive population which is good for a community.
Population is expected to reach 25,084 by the year 2025given the prevailing population average growth rate.
